PAT Testing Requirements for Care Homes

Care homes must maintain safe electrical equipment to protect vulnerable residents. Here's what CQC-registered providers need to know about PAT testing requirements and best practice.

Care homes have a heightened duty of care when it comes to electrical safety. Residents may be elderly, frail, or cognitively impaired, meaning the consequences of an electrical fire or injury can be catastrophic. The Care Quality Commission (CQC) takes premises safety seriously, and poor electrical safety management can lead to enforcement action, conditions on registration, or even cancellation.

CQC Regulation 15: Premises and Equipment

CQC Regulation 15 requires registered care providers to ensure that premises and equipment are clean, secure, suitable, and properly used and maintained. This specifically includes electrical appliances. Inspectors will review your maintenance records and may ask to see PAT testing certificates as evidence that you're meeting your obligations.

What Equipment Needs Testing in a Care Home?

  • Resident room TVs, lamps, kettles, and entertainment equipment
  • Electric profiling beds and associated controls
  • Communal lounge and dining room appliances
  • Commercial laundry equipment
  • Kitchen and catering appliances
  • Office and administration equipment
  • Cleaning and housekeeping equipment
  • Any portable electrical equipment used by staff

How Frequently Should Care Homes PAT Test?

Annual PAT testing is the minimum recommended frequency for care homes. Given the intensive use of appliances in a 24-hour residential environment and the vulnerability of residents, many care home operators test every 6–12 months. Equipment in laundry rooms and commercial kitchens should be tested at least annually due to the harsher operating conditions.

Working Sensitively in a Care Environment

PAT testing in a care home requires particular sensitivity. Our engineers are trained to work calmly and unobtrusively around residents, always identifying themselves and explaining briefly what they are doing when entering resident rooms. We coordinate with care home managers to test rooms when residents are in communal areas where possible.
