PAT Testing vs Fixed Wire Testing: What's the Difference?

PAT testing and fixed wire testing are two different but complementary forms of electrical safety inspection. Here's how they differ and why businesses need both.

Many business owners are confused about the difference between PAT testing and fixed wire testing. Both are forms of electrical safety inspection, but they cover different aspects of your electrical systems. Understanding the distinction helps you ensure complete electrical safety compliance for your premises.

What is PAT Testing?

PAT testing (Portable Appliance Testing) covers the inspection and testing of portable electrical appliances — equipment that is plugged into the mains supply and can be moved. This includes computers, kettles, desk lamps, extension leads, chargers, power tools, and any other portable electrical device used in your premises.

What is Fixed Wire Testing?

Fixed wire testing — formally known as an Electrical Installation Condition Report (EICR) or Periodic Inspection and Test — covers the permanent electrical installation in your building. This includes the fixed wiring, consumer units (fuse boards), distribution boards, sockets, switches, and all other permanently installed electrical infrastructure.

Key Differences at a Glance

  • PAT testing covers equipment you plug in and can move; fixed wire testing covers permanent wiring
  • PAT testing is typically done annually; EICR is typically done every 5 years (or at change of tenancy for rentals)
  • PAT testing can be done by trained, competent persons; EICR must be done by a qualified electrician
  • PAT test certificates are issued per appliance; EICR is issued for the whole installation
  • Failed PAT tests mean the appliance is removed; EICR failures may require remedial electrical work

Do I Need Both?

In most cases, yes. PAT testing and fixed wire testing are complementary forms of electrical safety inspection that cover different components of your electrical systems. Together, they provide comprehensive coverage of all electrical risks in your premises. A building with a sound electrical installation (good EICR) can still have dangerous portable appliances — and vice versa.
